REPUBLIC ACT NO. 88
AN ACT APPROPRIATING FIFTY-SEVEN MILLION SIXTY-FIVE THOUSAND PESOS FOR PUBLIC WORKS

Section 1. The following sums, or so much thereof as may be necessary, are appropriated out of any funds in the National Treasury not otherwise appropriated, to be at the disposal of the Secretary of Public Works and Communications and subject to the provisions hereinafter set forth, for the purposes mentioned hereunder:

A. MISCELLANEOUS

(a) For the investigation, survey, construction, reconstruction, repair, improvement, extension, and completion of public works and purchase of school sites in provinces, chartered cities and municipalities to be distributed among the Representative Districts: Provided, That where appropriations are authorized for the reconstruction of roads and bridges, the provinces, chartered cities or municipalities concerned shall provide annually the necessary appropriations for establishing an adequate system of maintenance for all provincial, city and municipal roads now in existence and those herein authorized…P8,000,000.00

(b) For the maintenance, alteration, reconstruction, and repair of public buildings and monuments, including private buildings and lots rented by the Government, and upkeep of adjacent grounds and of the mausoleum of Filipino heroes and martyrs at the "Cementerio del Norte" of the City of Manila, and in an amount not to exceed P200: Provided, That this fund shall not be used to improve, alter, reconstruct, or repair a building in such a manner as to make it appear practically new…3,500,000.00

(c) For aid for the maintenance of trails, roads, and bridges in specially organized provinces, provided they comply with the provisions of Sec. 2115 of Act No. 2711, and, by a resolution of the provincial board, guarantee by continuing annual appropriations the establishment of a system of maintenance, as may be necessary in the judgment of the Director of Public Works on all trails, roads, and bridges now constructed or which may be constructed in the future…65,000.00

(d) For the construction, maintenance, repair of airfields, posts and buildings, water supply, and utilities, including the acquisition and improvement of sites under the direction of the Chief of Staff of the Philippine Army, any provision of existing law to the contrary notwithstanding…3,500,000.00

B. HIGHWAYS

(e) For the construction, repair, reconstruction and improvement of national roads and bridges, including the purchase of necessary supplies, materials and equipment…3,000,000.00

(f) For aid for the construction, repair, reconstruction, and improvement of provincial roads and bridges, including the purchase of necessary supplies, materials and equipment…2,000,000.00

C. SANITATION

(g) For the construction, reconstruction, repair and improvement of national, provincial, city and municipal hospitals, dispensaries and maternities…2,000,000.00

(h) For the construction, reconstruction, repair and improvement of artesian and pitcher pump wells, reconditioning and/or repair of drilling machines, maintenance of well drilling tools and equipment, including the purchase of necessary supplies, materials and equipment 1,500,000.00

(i) For the construction, repair, reconstruction, extension, and improvement of water supply system, including the purchase of necessary supplies, materials and equipment…4,525,000.00

D. FLOOD CONTROL AND DRAINAGE

(j) For the investigation, survey, construction, reconstruction, repair and improvement of river control and drainage projects, including the purchase of necessary supplies, materials, and equipment…9,000,000.00

E. IRRIGATION

(k) For the investigation, survey, construction, reconstruction, repair and improvement of irrigation systems, including the purchase of necessary supplies, materials and equipment…18,000,000.00

F. INVESTIGATIONS AND SURVEYS

(l) For the investigation and survey of hydro-electric power projects, including the purchase of necessary supplies, materials and equipment…900,000.00

(m) For the investigation, survey, construction, repair and completion of water supply, sea wall and river control projects, including the purchase of necessary supplies, materials and equipment…1,000,000.00

(n) For the investigation, survey and adjudication of water rights, including the purchase of necessary supplies, materials and equipment…25,000.00

(o) For making hydrographic investigation in connection with the study of water supply, irrigation, water power and river control projects, including the purchase of necessary supplies, materials and equipment…50,000.00

TOTAL SUM APPROPRIATED IN THIS ACT:
FIFTY-SEVEN MILLION, SIXTY-FIVE THOUSAND PESOS...P57,065,000.00


Sec. 2. No amount appropriated in this Act shall be set up in the books of the General Auditing Office or otherwise made available for expenditure unless previously authorized by the President of the Philippines.

Sec. 3. The President of the Philippines is authorized to suspend or otherwise stop the expenditures of any amount herein appropriated for any purpose, or any portion thereof, whenever in his opinion the public interest so requires, or when funds shall not be available for the purpose, and thereupon the funds affected by such action shall become available for any other public works expenditure authorized herein as the President may determine.

Sec. 4. This Act shall take effect upon its approval.
